Rocky Hill Intermediate School

In November, 2016, the voters of Rocky Hill approved a $48 million referendum for the design and construction of a new school for grades 4 and 5. The new school will be constructed on the site of the former Moser School and is scheduled to open for the 2019-2020 school year.

PROJECT BACKGROUND

In 2016, Rocky Hills' two elementary schools had enrollments of 1,286 students in grades K-5, an increase of 96 from 2015 and 110 from 2014, with enrollments projected to continue to grow. Neither school was designed to accommodate the current enrollments and currently use 14 portable classrooms between the two schools.

To address the overcrowding, a plan for a new grade 4-5 intermediate school to be constructed on the site of the former Dr. Oran A. Moser Elementary School, which had been vacant since 2011, was presented to the Town. The new $48 million facility was approved by Rocky Hill voters at a referendum on November 8, 2016.

Upon approval of the referendum, the Town of Rocky Hill hired Colliers International to serve as the owner's project manager for the project. Colliers assisted the Town with the search for the architect. Upon review of qualifications, Kaestle Boos Associates was selected from a shortlist of three firms to serve as the project architect. Newfield Construction has been selected as the construction manager.

In addition, a dedicated Rocky Hill Intermediate School Building Committee was formed to oversee the project. The committee is made up of representatives from the Public Building Commission, the Town Council, and the Board of Education and is responsible for the day to day management of the project.

ROCKY HILL INTERMEDIATE SCHOOL

The new 79,100 square foot Rocky Hill Intermediate School is designed to serve a total of 582 students in grades 4 and 5. The 2-level academic wing will include 20 general classrooms, 6 science, technology, engineering and mathematics (STEM) classrooms with breakout rooms for small group learning located between every two classrooms. The academic wing will also include the media center, computer lab, and art rooms. The special education wing will include spaces for resource rooms, occupational and physical therapy, and a sensory gym. The design also includes outdoor areas for STEM learning and special education use.

Core spaces, which may be utilized for community uses, include a gymnasium, locker rooms, cafetorium, kitchen, and servery. Music classrooms are adjacent to the cafetorium with access to the stage located inside the cafeteria.

The administrative offices are directly adjacent to the secure main entrance. All visitors will be required to enter the building through the offices during the school day.

The site will include a new baseball field which can also be used for Little League and a new multi-purpose athletic field which can be used for soccer and lacrosse. The basketball court will be relocated on the site and a new playground area will be constructed adjacent to the cafeteria. Parking will be located at the front of the school with separate circulation routes and drop-off areas for parents and buses. 

THE DESIGN

The exterior of the new Rocky Hill Intermediate School is designed as a village concept. The modern design utilizes a variety of colors and textures to bring the scale of the building down and instill the sense of a community of smaller buildings rather than one large facility. Large windows allow for natural light to enter the building and help maintain the connection with the outdoors while also helping the facility meet required Connecticut High Performance School Guidelines. The cupolas on the administrative offices and cafeteria are a reminder of the former Moser Elementary School and connect the new school with other existing facilities throughout Rocky Hill. The administrative offices and cafeteria also have sloped roofs, while all remaining roofs have a low-slope.

This building will meet Connecticut High Performance Guideline requirements. Green and sustainable features will include high efficiency mechanical and electrical systems, low-flow water fixtures, daylighting controls, Energy Star certified materials and equipment, and use of no-voc emitting paints, finishes and sealants.

MOVING FORWARD

The design of the new Rocky Hill Intermediate School continues to be refined and finalized with direction from the Rocky Hill Intermediate School Building Committee and the Rocky Hill Public Schools. Over the next few months, the architects will prepare plans which will be submitted to the Connecticut Office of School Construction Grants & Review and upon approval, used to request bids for construction of the new school. At this time, bidding is anticipated to begin in February, 2018.

Work has already begun on the site. On September 8, 2017, a ceremony was held to unearth the Dr. Oran A. Moser School 1949 time capsule and break ground for the new intermediate school. Work is currently underway to clear the Moser School of all hazardous material after which it will be demolished in preparation for construction of the new school.

Construction of the new school and site is scheduled to be completed in time to open for the 2019-2020 school year.
